Absolutely. Especially when you consider those two little words; "well regulated."

Some would argue that America doesn't have a gun problem, it has a regulation problem. And though America clearly has a gun problem, I'd buy that argument.

With tough, sensible, strictly enforced regulations, mass shootings would inevitably decrease. Literally any action is better than nothing.
