Again, by this logic you'd also have to argue that black police officers shouldn't police white neighbouthoods, or majority Asian neighbourhoods either. This is what a lot of these racialised arguments miss. They act as if black people are a) a monoculture, and b) need some special cultural sensitivity that no other group needs.
African Americans are Americans. There is no special type of training or understanding the police need in order to enforce the law in their communities. The communities should reasonably be expected to follow the laws of the land just as every other community is.
Of course, the police officers in their communities need to avoid racially profiling them or treating them differently based on race, but there's plenty of data that show that black officers do that to other black people too. The reasons for that are complex, but they aren't limited to the colour of the officers.
