Exactly. But this is the thing. A university being able to hold it's hand up and say "look at me! I enrolled black people in exacty the right proportions. Even though they might end up struggling even more as a result," makes the university look good.
And it's easier and cheaper than investing in children when they're young enough to address those shortfalls. It's window dressing instead of meaningul, substantive work.
Though yes, as you say, the key issue is whether the government is interested in serving the people.
