Hmmm, we'll have to agree to strongly diagree there. There's no fair way to call this a concession speech in my opinion. He acknowledged that there would be a new administration AS WE ALL KNEW without once acknowledging that he lost (which is the concession part of a concession speech).
Even if he HAD admitted that he lost, I think this is the only speech (and frankly it seemed that he was being held at gunpoint) where he hasn't repeated the lie that he won the election. It takes an extraordinarily generous interpretation to look at all that and clai that he conceded.
Take a look at McCain's or even Hillary Clinton's concession speeches and the difference is pretty clear.
