I didn't ignore your question, i answered it very clearly:

Schools are not segregated. There is no law anywhere prohibiting black and white children from mixing in schools and indeed most schools are mixed albeit to limited degrees.
That limited degree is a problem, I'm not denying it, black children far too often find themselves in under-resourced schools, I'm not denying that, this is the case because of the hangover of Jim Crow and segregation, I'm not denying that either, but your question, as framed, makes absolutely no sense.
De jure segregation and Jim Crow ended 57 years ago. No "if" required. If I'd said, "the impact of Jim Crow ended 57 years ago", I'd see your point. But I didn't say that at all.
