I don't think this is true. It's just that the media is oddly quiet when the victim isn't black and the cop isn't white. Do a search for Tony Timpa or Mario Gonzalez Alameda or Duncan Lemp or Ryan Whitaker.
I think the bias in these cases is actually ours. I'm not arguing that there is no bias in the police force. There clearly is. It applies more to use of non-lethal force, sentencing disparities etc. than to shootings though.
But we've been fed a particular narrative by the media and it's so pervasive that most people have no idea how incomplete a picture they have of the situation.
