I think that depends on whether you think the killing was unintentional and don''t think it was negligent (though in Penny's case I do think he was negligent) I'm not sure what repercussions you'd like to see.

But yes, as I said, I think Penny was negligent. Some kind of probation seems appropriate to me. I don't think he deserved to go to jail.
