I think you've lost track of your own point. If you'll remember, you decided to leap to the defence of a guy whose first instinct in almost any situation is to blame the victim of a crime rather than the criminal. To suggest that if you're the victim of a crime, it's because you haven't taken "wise decisions."
Do you seriously think any woman doesn't apply all kinds of calculus about how to reduce her risk of being raped? Do you think women aren't trying to take "wise decisions" to avoid being raped? Seriously talk to your female friends or your wife or whoever. Believe me when I say that every woman you know does things that have never even occurred to you (and avoids things you take for granted) to mitigate their risk of rape.
But because the risk of rape is ever-present due to some men being disgusting assholes, there's no amount of safetyism that a woman can engage in, up to and including locking herself in her home, that completely mitigates the risk.
And if, heaven forbid, she'd like to participate in society fully, if she'd like to enjoy her life instead of constantly looking over her shoulder for the next rapist and limiting her engagement with the world on that basis, she needs the rest of society to step up. I can't see any reason this point would be hard to understand unless you've never given a second's thought to the fact that women's experience of the world is significantly different to your own in some ways.
