I'm not sure if I'm quite following you here, but while you're right to say the government "started all this", they started it long before the Civil Rights Act. That's clear, right?
What started all this was slavery and segregation. What started all this was that even after the Civil War, black people were made second or third class citizens by law. What started all this is that the government prejudicially regulated black people's lives until 60 years ago. The Civil Rights Act was about correcting that mistake.
Yes, we can talk about the failures of welfare programs and affirmative action (fun fact; white women have been the biggest beneficiaries of affirmative action), we can talk about the breakdown gf the family and government overreach. these are all good points. But your starting point is way off.
