I'm sure you're aware of the flaws in the methodology of these tests, they're pretty well documented. Plus, the idea that people with brown skin are all so similar that you can categorise their intelligence as a group is absurd.
But even if that weren't the case. Even if white people were statisticallly more intelligent than black people, so what? Does that mean we can say with any confidence that you're more intelligent than I am? Should black people be denied opportunities and education because there's a statistcal chance that they aren't quite as intelligent as a white person?
To be extra-specially clear, I don't believe that black people ARE less intelligent. The notion itself makes no sense if you understand the first thing about genetics. But even if they were, what policy could we build on the basis of it? Why do you think it's important as a field of study?
