Racism definitely isn't exclusive to the US. Europe has been doing very well on that front without "US culture".
But I think it's really important to understand that just because you wouldn't have done something as a teenager doesn't mean that black people don't experience it. And "to be fair", black people have historical reasons not to like white people too. If you're justifying one type of judging people over history then you're justifying all forms of it. You can't just complain when it's white people being judged and excuse it when it's black people.
I'm not sure if it's your intention, but your comments come across very dismissive. Like "oh, that kid calling you a n****r was probably just a misunderstanding," as if I can't tell the difference (a difference which is very clear from the article if you read it). Adding a "get a coloured officer" option on 911 is just one of the most bizarre concepts I've ever heard in my life.
Lastly, please don't use the word "negroid". Maybe "black" sounds worse in Ukranian, but "negroid" sounds really offensive in English. I get that English may not be your first language, just letting you know. Most English speaking black people won't respond well at all to that word.
