Yeah, as with so many issues, I think the problem is the failure to look beyond the very first surface layer of the problem and try to understand why certain trends exist.
Saying, "oh, that's just the way those people are," while ignoring the societal and economic factors that affect minorities is just so ridiculous. I suspect they'd see those issues more clearly if the poor people around them happened to have white skin. We see this quite clearly in the differnt handling of the crack epidemic and the opioid crisis for example.
This is just that "lazy thinking" kind of racism that's not necessarily malicious, but still makes solving problems so much harder. As you say, learning to question those biases, or even just to think a little deeper, would make a real difference.
