Yeah, I didn't say Neely was a violent actor. At least not physically violent.
Everybody agrees that Neely didn't physically harm anybody and everybody who was actually on board the train seems to agree (judging by witness statements so far) that Neely posed a realistic enough threat that restraint was warranted. Whether that restraint should have been a RNC is another matter. As I said to the original commenter, there's a good reason why the police aren't allowed to use them.
I agree with you, as I also said, that Penny should be held accountable for his actions. Accidentally killing somebody through excessive focre is still manslaughter. Which is what Penny has been charged with. All I'm saying is that there's no evidence Penny killed Neely on purpose.
