Yeah, I think "eager" is the wrong word here. I think people of colour are more likely to do so, for reasons I mention in the article. But I think people of all colours will cast themselves as victims if given the opportunity and the social currency.

People of colour are told, over and over again, the this is the appropriate thing to do. They're taught to see themselves and each other as victims first and foremost. So some do. But many MAGA Republicans do the same thing. As do many trans activists. Appeals to victimhood are a very human trait.
