Yeah, the simple answer is that we don't, as a society, care about men very much. Think about how often you hear jokes about men getting raped in prison. "Don't drop the soap" and so on.

Sexual assault in men's prisons is a well known problem. Sadly, there just doesn't seem to be much will to fix it.
