Yep, absolutely. I just wish we'd seen strong, meaningful action like this after Grozny or Crimea or Georgia or Syria. And even then, as you say, it's hard to believe that Putin will be moved by sanctions that only really hurt people who he obviously doesn't care about.

And yes, your point about an Army that might be used against you is spot on. The fact is, the most powerful UN member states aren't especially motivated to enforce their charter strongly because they know they might want to be the ones breaking its rules one day.
