Yes, the majority of police officers are good. What you're suffering from is known as availability bias. We're all bombarded with images and video of the worst behaviour of police officers, see none of the footage of them risking their lives to make the streets safer and protect citizens, and our brains completely edit out the fact that we're seeing a handful out of tens of millions of cases.
Of course I agree that police should be upholding the law when their fellow officers break it. I say that very clearly in the article. But like many people, you completely overlook the fact that police officers are still human beings with fears and priorities who are afraid to lose their jobs by speaking out against a system that punishes them for doing so.
Can you honestly say that you always have and always would speak up or act if you saw injustice? Even, and escpecially, if you knew that doing so was gonig to cost you your reputation or your job? I seriously doubt it. Very few people have that courage when it comes down to it.
The problem is less the individual cops who don't speak up (though of course that is a problem), and more the system that makes them choose between their job and doing the right thing. They're supposed to be the same thing. And sadly, they're not.
